Gordon Miller has been issued with a five-year Anti-Social Behaviour Order (ASBO) for "intimidating and harassing" drivers. It"s the first time an ASBO has been used on a cowboy clamper - they are usually given to nuisance neighbours or gangs of youths who cause trouble in an area.
Portsmouth Magistrates Court heard how Miller had clamped cars on land where he had no contract to operate. He also tried to restrain two motorists while they were attempting three-point turns, and last year he targeted a police car. The officers had to go to a cashpoint to get í‚á£90 to pay for the vehicle"s release.
Portsmouth City Council, which applied for the ASBO jointly with the police, believes the rules of the order are so stringent that Miller will no longer be able to work as a clamper. Councillor Les Stevens, executive member for environmental and public protection, added: "Gordon Miller is no longer able to harass people under the guise of his clamping company. He is a menace, and I"m glad that the council and the police have worked together to remove him from our streets."
It"s believed clampers across the country will now be threatened with the same action if they don"t change their ways. Stevens added: "These orders are a powerful tool in the fight against anti-social and unacceptable behaviour of any kind." Repeated attempts by Auto Express to contact Miller failed.
