Special signs will tell...
Special signs will tell motorists to treat it as an additional lane in heavy traffic. A Highways Agency spokesman said: "If the flow is congested, overhead signs will impose 50mph limits and open the hard shoulder."

Join the drive for greener motoring with the latest offering from atlas giant Philip’s. Not only is it the most up-to-date map on the market, the maker says it’s also the first to have a special eco-friendly section.
Published in conjunction with the Environmental Transport Associ÷ation, the Green Road Atlas Britain has an overview of transport in 2007, investigat÷ing the impact of road use on envir÷onmental and public health.
There are also tips on how to be a green motorist by modifying your driving style. Other highlights are information on electric and hybrid vehicles, as well as alter÷na÷tive fuels. Yet all this hasn’t come at the expense of the map’s route-finding ability. It has a scale of three miles to an inch, and marks service areas, roundabouts and multi-level junctions clearly. To help drivers of wide vehicles, dimen÷sions of roads narrower than four metres are also indicated.
The A4-size map squeezes all this information into its 176 pages – and in keeping with the eco theme, it has been printed using bio÷degradable paper and glues.
